Nope.
The 2nd Doctor had an episode called "The Seeds of Death", in which the Ice Warriors tried to take over the Earth with bio warfare.
The 4th Doctor had an episode called "The Seeds of Doom", in which the Earth is nearly conquered by the Krynoids. That episode is basically the precursor to this comic.
There was a Space:1999 episode called "The Seed of Destruction" in which Moonbase Alpha gets hijacked by a mirror image clone of Commander Koenig who tries to use all of Alpha's power to regenerate a sleeping population from a dead planet. There is no connection to this comic or Doctor Who in general.
(That being said, I've had a doozy of a crossover in mind for a while....)
