I'm not sure they are bandages. Skin pigment only exists in the top layer of skin. Skin damage leaves pink patches on a pigmented person. Drow are skilful with knives so the slaver may be able to remove the tattooed layer of the skin without having to flay off the entire skin. The layer underneath may be very sore but not bleeding heavily.
If not for this plot event Queenie would have those tattoos forevermore, so I think this is an indication that she will be part of the story to come.

But myself, I doubt she did it out of pure humanistic feelings.

) an order from Lolth, who perhaps had her plans of using an uneffective queen?
Perhaps she intends to proveque somehow Char (="Kila")?
Or to use 'Bith later as a bait or as a... e... disposable weapon against her?
And if 'Bith won't be a queen again -- it's just for good, I think, both for herself and for all Black Mountain population (drow including)

She's a drow and she knows drow rules... I'd say she is totally Lawful -- seeing her behavior.
And I'd say in such circumstances she acted with commendable dignity...
