I’m thinking (and hoping) that Havrah’s comment means she’s past the "beat them" phase and is entering into the "join them" world view. She always struck me as a somewhat neutral alignment (as far as werewolves go) and she may be more than a bit fed up by now with the whole Rannite thing. It’s a, literally, DEAD end proposition for just about anyone who isn’t part of the most fanatical faction.
Oh I am. For characters deserving of it and willing to work for it. For a vicious and thoroughly unrepentant monster like her? Absolutely not. Anyone who willingly joins the Rannites to save their own skin don’t deserve mercy. For those who end up brainwashed, transformed, or tortured? I can only hope there’s a way to reverse it.
If you are running through a forest and suddenly stop, you would be must more likely to kick up leaves than dust. I guess they could be running along a well-worn trail through said forest that is down to bare dirt. Hmm, does this mean that Havrah is defecting from the Rannites?
Upon second observation, is Havrah’s illium jutting out from her pelvis in that third panel?

She may not looking to "join them", but maybe just "get the hell out of Dodge" while the getting’s good!
If she is going to fight, it is two werewolves versus one now, so she is at a disadvantage.
Also, werewolf Lucas and Maran look cute and cuddly.
