He shows up in the higher levels. In fact, you can’t finish the game without him! Though he’s a pain in the arse. It’s impossible to keep him happy and he starts destroying your dungeon immediately. Your best tactic is to keep him trapped until the good guys show up and then release him in their direction.
Apparently the trick was to basically build him his own mini-dungeon where he can get everything he wants in like two steps, and is as far from the rest of your dungeon as physically possible, so he never wanders away where the rest of your more easily satisfied creatures live.
It’s been a while, but I don’t think he appears in "War for the Overworld". Probably because the Horned Reaper is basically the DK franchise logo. The company that made Dungeon Keeper went under, but Disney worked to make US copyright law is so oppressive, that we literally wouldn’t have seen another DK game for 2094 if they kept the same name and logo/mascot, even though there’s no one left at Bullfrog entertainment to collect money.
