After what we’ve been introduced to about race (or ‘ancestry’, in modern Pathfinder) prejudice in the last few panels… here is racial animus against bugbears.
Intentional juxtaposition?
I interpret it more as projecting an unshakeable air of "I am your leader, I give orders, nothing phases me" that a lot of monarchs and dictators want to portray.
There’s also much to be said for making a very firm and complete "changing of the guard". She is not going to be the same kind of ruler as the last idiot, just stepping into the same role, and it’s good to remind people of that (especially if they want to keep their jobs).
