I don’t know, the human lands often as not seem quite full of both scum and straight up villains. Black Mountain is just very honest about it.
The Black Mountain's inhabitants are Evil, but also mostly Lawful. They held themselves for some type of code. Chaotic Evil doesn't has those limits, they always act as their whims dictate (like Charlotte, who's "Behavioral Inhibitor" was removed by her statement.) Those are worse, as they have no restrains or reconsideration in their actions at all.
The English and the northern Italians and the Dutch get republics and constitutional-monarchies.
Outside the Hajnal Line, the Russians get a Czar and the Turks get a Sultan.
I foresee a slight problem threatening some of the Drow with torture as a punishment.
