If humans are to accept orcs as equals, orcs need to earn that trust.
Some would argue it was extensively demonstrated that many humans aren’t deserving of any "earned" trust themselves.
I wouldn’t WANT to earn the trust of horrible people. I would have to do horrible things they could use as blackmail against me for them to "trust" me.
…And history of our "real world" has shown that human monarchs also tended to rule like that. Since much of the land they’ve claimed was obtained through conquest, they pretty much forced their own culture down the throats of the losers…Including religious practices too.
So far, what has been written about the bugbears & orcs that have ruled under Black Mountain only mirrors some of the human depravities that have been seen in our own world history.
Evil is evil & "monster races" don’t have a monopoly on that; King Runtherd, King Drostardy & other "Good aligned" human rulers were more of a rarity, as they tended to have enemies with the evil rulers & either had huge militaries for defense or they got conquered. Kingdoms (especially large & growing ones) & empires relied more on warfare than anything else to expand themselves.
