True, but as a pirate, one imagines most of his more lucrative crimes happen at sea. The barony is an area of land (with, presumably, a narrow band of coastline still considered their territory).
If he’s pardoned in the Barony, that means he can pull into port, sell his (stolen) goods at market, let his men have shore leave to visit brothels, etc.
All he has to do to keep this huge advantage is commit his crimes elsewhere.
Stolen goods might cannot be selled, as it depends on the merchant, not the place, but the guards not actively pursuing him while he needs a few day of rest in a safe place, refill their neccessities or repair the ship is still a quite nice boon.
Well, to be fair, a pardon won’t help him against any *new* crimes he commits afterwards…
