"Fair" only exists in children’s games. It’s a meaningless word to the adult world (one of the many reasons we like to escape to worlds of fiction like this one).
The bad guys of the real world don’t confess their crimes and right their ways just because you catch them; that only happens in poorly written children’s cartoons. In their twisted minds, everything they do is justified, but you trying to turn them in, reporting them to the police, etc… that’s a "crime" against them they won’t ever forgive, and they’ll "balance the scales".
Before you report anyone to the police, make sure you have enough evidence to hand to the police to send that criminal away for a long time, or else you’re just opening yourself to retaliation from the kind of person who *already* does awful things to people and thinks it right.
Or kill them, but that’s it’s own mess of complications.
