I tend to agree, but Grumush is presumably referring to manipulating circumstances–and a certain kobold spokeswoman–to make her followers see her as a general. Since Jone is mute, it's harder for her to mess up the vibe of cult leader being projected on to her.
Or Grumush is so blood thirsty and obsessed with fighting he's dumb enough to think Jone makes a good strategist just cause of how lethal she is as an individual.
