Eddy is in a position to construct/infer such a rule; he is the guy who put the axe in the rock after all (ignoring that Fang actually pulled it out).
But a succession rule still needs some kind of internal logic, so Mr. 627235 still has a point. If the crown can't be passed to Sir Idries (Runt's brother) if Runt dies, then by what reasoning would it pass to Runt's nephew?
I took it as next after his brother, because he's speaking to him directly. I made the assumption that the throne would pass much like it would irl, so i may have jumped to a conclusion
