If you mean the last panel of 3097 (background characters are not present in 3098), Caelin is both the elf in the background and the elf having his eyes covered in 3099. If he were looking shocked in the background of 3099, we would really be confused because there would be two of him.
Aaron, as Nef said, that would be impossible since the elf in the background looking shocked in the previous strip is the elf Charles is blindfolding with his hands in this one.
