Maybe, but Gruuumsh described him as impatient, not traitorous. Maybe he wasn’t willing to wait to conquer the world with military force and wanted to use the supposedly faster way of demon bargaining.
We’ve only heard twice about that guy before. The first was Maula talking about how he was accused of dealing with demons, though she was rather skeptical of these claims. The second was Gruumsh himself calling him "too impatient". So I guess he was a guy looking for shortcuts to power. It’s important to remember that Gruumsh’s plan for Halvelock and other half-orcs was to unite humans and orcs to create an unstoppable war machine that would conquer the rest of the world. Naive Glamor with her dream of peaceful unification would sound like an excellent opportunity to exploit to this end.
So Havelock started peace negotiations and the elder orcs did not like it so accused him of stuff and got rid of him. After all only a mad orc would want peace.
Actually, if you look at the page after this one, showing Halvelock before he got to put a crown on his head, the clothes DO match. That’s Halvelock in 1386.

I think you’re referring to https://yafgc.net/comic/1386-go-gruuumsh/ , but it’s not clear to me that Havelock is one of the pictured half-orcs there.

I always assumed Halvelock was the first guy on the left; Mr. "Too Impatient". The clothes don’t match up, but the face is about right.
