I know right? Havent they learned that there is more profit to be found by being at war with another? They need their media, town criers and other speakers to pass word that really there is a conspiracy to take over their lands under this false pretence of "peace". Or better yet, have their own troops stationed in the rivals lands as a token gesture to "protect" them and when the time is right strike from within!
@bormor: In Scouting, we shake with the left hand. For most people who would be wielding a sword and shield, shaking the right hands, takes the sword-hand out of play. This is like saying, "You can trust me." Shaking left hands ties up the shield-arm, while leaving the right hand free. This is like saying, "I trust you."
Also, that might be part of the spy recognition codes and gestures. A literal trust-establishment handshake.

Depends on what exactly you do in the name of "peace". If you have an enemy that wants to destroy you, laying down your arms unilaterally is idiotic.
