Most famous historical pacifists were against starting wars, but when their country was being attacked they supported their war effort. "We tried peace, but we’re attacked. Now we have war to win". But Glamor? Naaaah.
What she’s doing here is stopping her own people from fighting against orcs, who kept attacking them. That’s not pacifism, that’s treason.
What she should’ve done to ensure peace, was to counterattack orcs, and smack them so hard they’d think twice to attack her kingdom again. Possibly also set up puppet king like Cowardly Kam.
As far as I’m concerned, the only justifiable war is a defensive one. Of course, once war is joined & good offense can bring the end of the war to a quicker end; A war of attrition doesn’t do anyone any good.
a tactical retreat maybe even better. give the throne to a sibling with kids and move to a safer place with the girls. Might even give them a chance to see dad more often.

Of course that would assume that her siblings would be on her side. It would be very easy to charge her with treason and have her daughters, at the least, executed. Plus if she steps down then the people would have even more incentive to deal with her themselves as she’s no longer the queen.
Such is the trouble being an idealist in non-ideal world. You just *know* your ideas would work, if everyone would just see reason and listen to you.

No, they'd have less incentive because they wouldn't have to worry about their orc-loving queen betraying them to the orcs.
