The comic simplified things a bit, but that’s because they assumed one would be able to empathize, but I guess that’s just too high of a bar for you, so let me explain the logical steps for you, in a manner you’d understand.
First: Firstborn child is killed, secondborn is returned to your hands, scared for her life. Now, losing a child especially young is generally accepted as one of the most traumatic losses somebody can go through, because you know, pack animal.
Second: You decide that you need to punish the criminals for the murder of a child who’s only crime was existing in the wrong place at the wrong time. Pretty reasonable, I’d say. While I don’t AGREE morally with the death penalty, if I was in this position, still mourning over my lost child, I’m pretty sure I’d want the murderers to die cruel and painful deaths, but execution by beheading seems like a second best.
Third: Unrest. Child still feels unsafe, mother still thinks her child is still unsafe, decides to crack down further on suspected crimes. Now we’re getting into the lunacy, and the part that makes this woman a "Tragic" villain.
Now then, the rest really hasn’t been SHOWN in the comic, yet. All I’m going to say is get off your emotionless rationale high horse, unless you want to admit that you aren’t really human.

Poor Glamor seems like person who actually saw people as individuals, first and foremost, making her the exact opposite of those who either believe or preach that caste or ethnicity is one’s single defining trait…she loved a man whom she saw as a fellow dreamer, willing to dedicate his life, like she was, to making a better, peaceful world for everyone, even if they didn’t share the same race or social class in society’s estimation of them; she saw her daughters as children she had created out of that love…their being "Orc"s would be far down the list of any descriptions Glamor gave of any of them! Her reaction is born out of the pain of losing a child!
